noweb: add compilation script for version 2.12

Version 2.13rc3 highlights a bug in GNU awk 5.2.1. The consequence is
that noweb sources cannot be compiled. Hence this commit that adds a
build script for version 2.12 of noweb that does not see to worry about
the GNU awk bug.

Note that the build script template has been slightly updated to ignore
an error in the noweb 2.12 building system, which does not appear to be
blocking.
